Yes. A pressure washer does remove rust effectively, but whether it’s ultimately done depends entirely on the PSI you use, the type of nozzle, and whether you’re willing to include an abrasive kit.
If you’re just looking to renovate your metal fence or old frame, a standard 2,000 to 3,000 PSI fuel-powered washer is more than enough to easily remove any loose rust and warped old paint. But I also have to remind you that relying solely on water flow to deal with that stubborn deep rust or pitting is very difficult. To fully reveal the metal’s true color and achieve an industrial-grade surface treatment, you must use “wet sandblasting” components. Such attachments inject abrasives (such as quartz sand or cullet) into a high-pressure water stream, creating a “hydraulic sandblasting” effect. This is more efficient and safer than dry blasting, and most importantly, it suppresses dust at the source. Don’t forget, though, that once rust is removed, bare metal is extremely prone to rusting “returning”, so you must dry the surface immediately and apply a primer or rust inhibitor.

When discussing whether rust can be removed, the amount of pressure is the decisive factor. For slight surface oxidation on garden tools or outdoor furniture, 2,000 to 3,000 PSI is the starting line.
But it is the nozzle that actually determines “cutting force”:
0 degree red nozzle: It concentrates all the pressure on a point the size of a needle tip. It works well against stubborn rust spots in some areas, but I recommend you be extremely careful when using it, otherwise it will easily cause pits to be punched in the metal surface.
Rotating Nozzle: This is usually my first choice when removing rust. It has the impact of a 0 degree nozzle, while also rotating at high speed to cover a wider area. It’s like doing it on a metal surface “washing”, removing rust without leaving noticeable indentations.
